Introduction:

Many organisations count lost-time injuries yet never see the far larger drain of property damage, equipment breakdowns, production delays and uninsured accident costs. Loss control management treats every downgrading event, from a near miss to a fire, as a symptom of weak management control. This Core Concept course trains HSE managers, supervisors and risk staff to trace losses through the loss causation model, put a price on direct and hidden accident costs, and run the programme elements that cut them. Participants build a Loss Control Programme and Cost-of-Loss Analysis for a case site.

Course Objectives:

  • Trace injury, damage and downtime events through the loss causation sequence from lack of control to loss
  • Interpret accident ratio studies to decide where near-miss and property-damage data should direct attention
  • Calculate the direct, insured and hidden costs of accidents, including property damage and business interruption
  • Set standards for the core loss control programme elements, from leadership and task analysis to purchasing controls
  • Select leading and lagging loss indicators and rate programme maturity against defined element criteria
  • Present a costed business case and Loss Control Programme for a case site to senior management

Day 1: Loss Control Principles and the Cost of Accidents

  • Loss Control Versus Injury Prevention: People, Property, Process and Environment Losses
  • Bird Loss Causation Model: Lack of Control, Basic Causes, Immediate Causes, Incident and Loss
  • Heinrich Triangle and Bird 1-10-30-600 Accident Ratio Interpretation
  • Accident Cost Iceberg: Insured Versus Uninsured Cost Categories
  • Site Loss Exposure Profile and Current-State Loss Record Review

Day 2: Causation Models and Loss Control Programme Elements

  • Reason Swiss Cheese Model: Latent Conditions and Active Failures in Loss Events
  • Personal Factors and Job Factors Checklist for Basic Cause Analysis
  • Substandard Acts and Substandard Conditions Classification Sheet
  • Loss Control Programme Element Map: Leadership, Rules, PPE, Health and Communication

Day 3: Running the Programme Elements Day to Day

Day 4: Measuring, Rating and Financing Loss

  • Leading and Lagging Loss Indicators: Frequency, Severity and Damage Cost Rates
  • Loss Control Programme Rating Scale and Element Scoring Protocol
  • Business Interruption and Property Damage Cost Estimation Worksheet
  • Emergency Preparedness and Fire Loss Limitation Planning
  • Risk Financing Options: Retention, Deductibles and Insurance Transfer Basics

Day 5: Case Site Loss Control Programme and Cost-of-Loss Analysis

  • Case Site Brief: Manufacturing Plant, Warehouse and Fleet Loss History
  • Cost-of-Loss Calculation From the Case Incident Register
  • Element Gap Scoring and Priority Control Selection for the Case Site
  • Business Case With Payback and Avoided-Loss Estimates
  • Loss Control Programme Presentation to a Mock Management Review Board
