Introduction:
An offshore installation manager carries final authority for everyone on board, yet many OIMs and platform supervisors take that command with little structured preparation for disrupted crew changes, deteriorating weather, degraded safety-critical equipment or a muster that does not reconcile. Gaps between the installation, the beach and contractors surface during incidents. This Core Concept course prepares OIMs, supervisors and senior offshore staff to run the installation, verify major accident barriers, control POB and logistics, and take charge of an offshore emergency. Participants produce an OIM Command and Assurance Plan with an emergency tabletop record for a case platform.
Course Objectives:
- Exercise OIM authority and delegate supervisory accountabilities across operator, contractor and marine teams on a manned installation
- Verify the status of major accident barriers and safety-critical elements against their performance standards during routine operations
- Control personnel on board, helicopter crew change, supply vessel cargo and standby cover within weather and marine operating limits
- Oversee permit-to-work authority levels, isolation assurance and concurrent activity approvals without taking over the permit desk
- Command an offshore emergency from general alarm through muster reconciliation, evacuation decision and handover to the onshore emergency response team
- Lead crews through handover, fatigue and welfare pressures and turn incident reports into installation-level learning

Day 4: Emergency Command, Human Factors and Learning From Events

- Escalation to the Onshore Emergency Response Team and Rescue Vessel Coordination
